  KMS38 must be used with Windows Server and Windows 10 LTSB/LTSC.

  You must use the generic KMS client product key during installation. Official list is here: https://docs.microsoft.com/en-us/windows-server/get-started/kmsclientkeys

  1. Disconnect VM or PC from network
  2. Install OS to clean drive (don't upgrade/install over another OS)
     **Make sure to enter product key during installation
  3. Copy tool to C:\hwidgen
  4. Launch as admin, select KMS38, click Start
  5. Reboot to verify no prompt on login complaining about non-genuine crap
  6. Connect to internet and redo previous step
